If there's one thing everyone loves, it's spending an extra hour and a half at work.
When I graduated with my master's degree I invited everyone (small office) out for beers and nachos after work to celebrate, on a Friday, and exactly zero people came. Everyone told me what a great idea it was to organize a happy hour. :|

Don't feel bad. I do initiatives at work that would help improve our products and no one comes either.
My first job was at a restaurant in a retirement community. The managers wanted to know if it'd be worth doing a breakfast service. All the old people loved the idea, and raved about how nice it would be to have breakfast available. We went ahead with it and would usually get about 2 tables in a span of 2 hours.

They probably did like the idea, they just didn’t want to join in, presumably, cause it’s at work.
If it's during work hours - people have work to do.
