6 trazoc Appropriations require 60 votes to pass. Republicans have 52 seats in the Senate. So Shep's assertion that Republicans control everything is really not true. While they have majorities in both houses and have the white house, without 60 votes nothing passes. He either knows this a won't say it, or because he is the only new anchor not to hold a college degree maybe he is just not smart enough to grasp it.
