I feel that Shepard Smith is Fox's Plan B if this whole Trump Experiment goes south.
It takes 60 votes to pass a CR. Even if the republicans could get everybody on board to vote for it they'd still need dem votes.
Appropriations require 60 votes to pass. Republicans have 52 seats in the Senate. So Shep's assertion that Republicans control everything is really not true. While they have majorities in both houses and have the white house, without 60 votes nothing passes. He either knows this a won't say it, or because he is the only new anchor not to hold a college degree maybe he is just not smart enough to grasp it.
It's the minority party that can filibuster it. If every Republican in the Senate plans to vote yes on it, the Democrats can stop it from coming to a vote.

If every Republican voted to pass, they would still need Dem votes as its not enough. The Dems can absolutely shut down the government whether or not every R votes not to.
Senate needs 60 votes to pass anything meaning 9 dems need to not want to shut the gov't down.
