I can think of a lot of ways to do the inverse of what you are asking (i.e. delay frost), but what you're asking is much harder. You could paint the surface with something with a higher [emissivity](https://en.wikipedia.org/wiki/Emissivity
) than the background material so the painted area cools quicker (and thus forms frost first). The issue with that approach is that it would only be temporary (eventually the background material will also cool) and higher emmissivity is generally related to darker colors (e.g. black). I'm also unsure about how effective the approach would be because concrete already has a fairly high emmissivity so the delta you could get in terms of cooling would likely be small to negligible.
