It's for putting out the smoke in case someone didnt see the sign, or was asked to by staff. It's a fire hazard to throw them in the trash.
This isn't crappy design. It's hedging bets. You're not allowed to smoke, period. However, they know people are gonna be assholes and do it anyway, so this way they don't ash all over the place or start a fire with not put out butts.
It's the same reason even new planes being built have ashtrays in the bathrooms and are required to do so.
It's like the no jumping sign at the pool. I mean there's a pool here of course I'm gonna jump
I'm pretty sure these were out around pubs when the smoking ban first came into effect in England. The logic being you usually look for an ashtray before you light a cigarette.
perfect design. You're going to smoke, what are you going to look for? An ashtray, definitely. What do you see when you look at the ashtray? Ah, a no-smoking sign. Okay then, I guess I'll put this out. Where will I put it out? Of course: the ashtray.
And for people who ignore the sign? Well, at least they have an ashtray, rather than spilling ash everywhere.
This is great design.
If you smoke enough while breaking the rules, then suddenly you won't be breaking any rules.
