Considering the traditional method was to use dynamite to basically blow out the fire, this is a significant step up.
It looks like it came straight out of Red Alert 2.

Petroleum engineer here. This method is a smart method for top kill, ie controlling the well blowout from surface. However this method cannot control wells with high volume/pressure of oil/gas discharge. The only method there would be drilling another well and pumping fluid into the well or reservoir (bottom kill).
More specifically a t-34 chassis iirc
