Some years ago, Thomas the Tank Engine came to a nearby city. You could buy tickets and take your kids to get on the train and take a ride along the tracks. It was a short ride, maybe a few miles, the train stopped, then you went back to where you started.
On our trip back, a pickup truck crossed the tracks as the train was going through and Thomas hit him. Fortunately, everyone was ok, but we had to sit on the train while the police came to the scene and did what they needed to do, and eventually were able to continue on back.
It was unexpected at the time, but given this observation on how the island is run, maybe we should have been prepared for such a situation.
OSHA has no jurisdiction in the UK though. They can't help Thomas
And judging by the Steam locomotives, it seems to be set in a time when employers didn't really care about workplace safety. The fat controller almost certainly wouldn't.
