My favorite moments were:

- Verbal flotsam
- Verbal Maypole dance
- Book report by kid who didn't read the book
I feel so bad for people who have to translate his speeches - especially simultaneous interpreters at diplomatic events. As a native English speaker I lose track of almost every single run-on sentence he makes; I have no idea what is the subject, the object, or what point is trying to be made by the time he finishes any rambling. Interpreters then must be near suicidal trying to make sense of it.
I don't know about linguistically, but overall if you read what he says he often talks in circles and never really says any thing. He's like a really shitty writer who just pens flowery poetry, or dialogue with no real substance.
So he's not losing his mind, he never had one to begin with.
