For a show like 30 Rock, once the first episode of the season airs they'll have a handful of other episodes ready to go, otherwise they're still actively writing and shooting the rest of the season. For Netflix, you need to have the entire season ready to go for a single premiere date. I can only see upsides to splitting it into two parts. They get to spend more time making a quality product, but I also don't have to wait that long for new episodes. A great compromise.
