When I was a kid, we didn't get a several hundred dollar toy for learning. We got a bike and the ability to ride it.

2 cents from an ex-cycling-proficiency instructor: take the pedals off, lower the seat, and have him scoot - like he would on a balance bike. He'll learn to balance, steer, and brake. Once you add pedals again, he'll find it much easier.
