I think the chances are pretty strong that this is another hate crime hoax.
I'd be very cautious about believing this immediately. Time and again these types of accusations have been proven false.

I don't believe it because...
1. She went to school at normal school time, when everyone goes to school, so no right mind would do that in public, its ridiculous and its asking to be caught.
2. I don't see how or why he would 'cut' it off, he or she could have just as easily tugged it from her head if he or she wanted to be a cunt.

This is probably 99% a lie. You are telling me a grown man isolated a young woman on her way to school with scissors and did not succeed in removing her Hijab? Unless her brother was a senior in high school and an athlete or just big.
