Tina Fey has talked about how different the production schedule is for Netflix. For a show like 30 Rock, once the first episode of the season airs they'll have a handful of other episodes ready to go, otherwise they're still actively writing and shooting the rest of the season. For Netflix, you need to have the entire season ready to go for a single premiere date.
I can only see upsides to splitting it into two parts. They get to spend more time making a quality product, but I also don't have to wait that long for new episodes. A great compromise.
I initially misunderstood the title and wondered for a few seconds how two episodes could be considered a season. :-/
I know people will hate the 2 part split but honestly I'm kind of glad. With the sheer amount of content Netflix is dropping constantly now, it gives me more time and doesn't immediately seem as overwhelming as a full 13 episode dump
