This is one reason I love visiting Japan. Can walk down and dark ally and still feel safe.

Cultural homogeneity. People might not want to hear this, and it certainly has its negatives, but in terms of crime prevention it's the best working concept.
The person I trust the most, is myself, because I can only know myself with certainty. And if everyone around me is the same as I am, I will be more likely to trust them, than the ones who are acting differently and have other goals and motives in their lifes.
I suggest taking these numbers with a grain of salt...Japan is renowned for padding the stats to keep the public numbers low.
How can you crime If you work over 40 hrs a week, probably sleep in a manga cafe, drink every night you fail to catch the last train and plain have no free time?
